Guide to Fill Out China Express Waybill
A-G sections of China Express waybill should be completed by the sender in accordance with “Customer Notice Article 2 and Article 3”.
Customer Notice
This waybill should be completed minutely, accurately, and faithfully in English. Please type or print legibly and firmly using typewriter or ball pen.
The accurate names and addresses of the sender and the receiver are required together with phone numbers to facilitate shipment delivery. The post office box would not be acceptable. The company will not be responsible for the delivery delay caused by wrong and inaccurate address.
Please do not enclose cash, dangerous goods and any articles prohibited by laws and transportation carriers. The company shall take no responsibility for any loss caused by the sending of prohibited and restricted articles.
Proper packaging materials should be used in accordance with the postal regulations and the contents of shipments to ensure the safety of the shipments.

To ensure quick customs clearance, please fill in detailed contents description (including documents), quantity, weight, declared value and place of origin in the proper section in English. Commercial invoices with at least four copies filled out in English should be attached to any parcel item. Otherwise, the clearance may be delayed.
Inquiry for China Express shipment is valid within 4 months as of the next day of the posting. Please take one copy of the waybill and the posting receipt to start an inquiry at the posting outlet.
For shipments with wrong or unknown address or enclosed with prohibited articles, if the sender chooses “Return”, the sender should be charged with 70% of the postages paid as the transpo if the sender choose “Abandon”, shipments will be destroyed.
Compensation Policy:
For shipment proved to be delayed, 50% of the postage will be refunded.
For letter and document shipments proved to be lost or totally damaged, the compensation is RMB 400 and full postage will be refunded.
For parcel shipments proved to be lost or partly damaged, all the postages will be refunded. In addition, the sender will be compensated based on the declared value on the waybill, but no more than the amount calculated from the following formula:
RMB 500/Item+RMB 60/KG×Item Weight
For shipments without declared value, the compensation standard is RMB 400 for each item.
For shipments whose contents are partly lost or damaged, compensation will be based on actual loss, but no more than the maximal amount calculated from the above formula.

近几年海淘业务规模快速发展，大量海淘客使用邮政渠道寄递海淘物品。但随着国际进口量的快速增长，EMS客服部门陆续收到卖家反馈海淘邮件清关和投递时限慢，甚至出现部分邮件内件短少等情况。中国邮政EMS对此问题高度重视，出台多项措施加快进口邮件的处理时限，不断优化内部处理流程，强化安全管控，并配合海关、公安等机关进行严查；同时我们了解到因部分买家和卖家对邮政渠道的操作流程和清关要求不了解，影响了邮件的处理效率。针对目前海淘族比较关注的进口EMS邮件处理流程和常见问题，我们专门整理以下资料，供海淘消费者参考。
一、符合海关对进口邮件的监管要求
进口邮件必须符合海关监管规定。海关总署从日起，开始执行新的邮件征税标准（2010年第43号 “关于调整进出境个人邮递物品管理措施有关事宜” ）
个人邮寄进境物品，海关依法征收进口税，但应征进口税税额在人民币50元（含50元）以下的，海关予以免征。
个人寄自港、澳、台地区的物品，每次限值为800元人民币；寄自其它国家和地区的物品，每次限值为1000元人民币。
个人邮寄进境物品超出规定限值的，应办理退运手续或者按照货物规定办理通关手续。但邮包内仅有一件物品且不可分割的，虽超出规定限值，经海关审核确属个人自用的，可以按照个人物品规定办理通关手续。
邮运进口的商业性邮件，应按照货物规定办理通关手续。
二、注意同一收件人短时间内不要多次海淘
行邮税只适用于个人合理自用，对于同一收件人如果短时间内多次海淘，虽然一次计算没有超过限值，但海关有理由怀疑客户个人自用的合理性，怀疑客户可能涉嫌再次销售。
三、如实申报内件信息
买家应要求卖家如实申报内件信息，低报、瞒报都会影响海关的查验，并可能导致海关按最严格和最高征税标准征税。

海关对于可疑或应税邮件有权利开箱查验，邮政部门配合海关开拆和封装邮件，全程在海关监管下操作。
六、海关查验时限
由于进口邮件量较大，且应税邮件量持续增加，海关需要通过X光机或开箱等方式查验进口邮件，对于需要当面检查或补交文件的邮件，需要收件人到海关验放大厅办理相关手续。这会增加邮件在国内的处理时限。
七、国内运输时限
根据国内航空安全部门的规定，液体、粉末状物品未经认证不允许航空运输。因此海淘族购买的奶粉、化妆品、酒类等在国内无法通过飞机运输，只能通过陆运经转，这也导致此类邮件国内投递时限增加。
八、签收时认真核对信息
收件人在签收邮件时，应认真核查邮件是否外包装完好。如果邮件经海关或安检部门开拆检查，之后会使用带有特殊标志的不干胶带进行重新封装。如客户发现邮件外包装破损或其他异常情况，有权拒绝签收。客户如果签收即代表认可邮件的完整性，满意签收后发生的问题邮政将无法承担责任。
九、购买保险或保价
为保证邮件的安全性，减少可能的风险，建议买家海淘时，为进口邮件购买保险或保价。如出现邮件问题，买家可以向卖家索取赔偿。请注意，由于中国邮政作为进口邮件负责接收邮政，与卖家没有直接合作，如发生内件不符、短少等问题，买家应马上联系卖家，通过境外原寄邮政办理保险、保价和理赔手续。
十、选择正规的海淘渠道或物流公司
应选择品质有保障的海淘渠道和物流公司，如实申报，认真包装，确保海淘产品的品质和邮件的及时清关。
