DELL台式机开机时反复重启，怎么回事？

一台台式机，就是开机出现DELL的LOGO，在LOGO下有个进度条，进度条正常走完后，过2、3秒钟就重启了，然后又出现DELL的LOGO，在LOGO下有个进度条，进度条正常走完后，过2、3秒钟又重启了，如此反复
& && && &当时别人急用，我没有多搞，直接U盘启动，GHOST一遍XP好了，也没有改BIOS设置，但我想请问下各位高手，有什么不用重装系统的方法可以解决吗？？？不胜感激，这问题在我这遇到还是比较多的，还说一句，按F8也不能进安全模式，好像还没到那一步就重启了

留下显卡，内存，cpu，启动电脑，看能走到哪一步
检查病毒木马,
将BIOS设置为出厂默认，

大神，跟散热没有关系吧，我看每个风扇都在转啊，湿度不高，有空调，而且我没有改BIOS、直接重新GHOST一遍就好了啊，想请问下怎么在不GHOST的情况下能解决这个问题呢？忘记说了，这台电脑连安全模式也进不去，按F8是一样的情况，也是反复重启！一步都不能走，开机过了DELL的开机 LOGO后，过个2、3秒钟，又重启了，如此反复！！！

这还看不懂啊，就出现这就重启了啊！！！就是开机时出现DELL的LOGO，在LOGO下面有个进度条，你看见了吧？正常情况下进度条走完，就会进入XP系统，这问题是进度条走完了过2、3秒钟又重启了！大神

检查下内存，看看硬盘有没坏道！散热问题也有可能，不是说你的周围环境不能就代表电脑不过热！
