&&&&有静态和动态两种含义。静态含义的指以外币表示的用于国际结算的支付凭证，如外币现钞、存款和外币性支票、汇票、股票、等。运态含义的外汇是“国际汇兑”的简称，指把一个国家的货币兑换成另一个国家的货币，借以清偿国际间债权全力的一种专门性经营活动。“国际汇兑”是外汇最初的概念，目前广泛使用的“外汇”一词都是就其静态含义而言的。　　国际货币组织对外汇所下的定义为：“外汇是货币行政当局（中央、货币管理机构、外汇平准基金组织以及财政部）以银行存款、财政部债券、长短期政府等形式所持有的在国际收支逆差时可以使用的债权。”　　我国于1980年12月发布的《中华人民共和国外汇管理暂行条例》第二条规定，外汇包括以下组成部分：（1）外国货币，包括钞票、铸币等；（2）外币有价证券，包括政府公债、国库券、公司债券、股票、股息等；（3）外币支付凭证，包括票据、银行存款凭证、邮政储蓄凭证等；（4）其他外汇资金。
