你看你LC条款要求啊,是要第三方出具的还是BENEFICIARY出具就可以,要第三方的话,ITS,SGS都可以去联系, 假如你自己出的话,就没具体格式了,简单明了就好了. 银行单单一致,没空管你格式是不是这样或者那样符合要求

更确切的说应该是申明,发货人做的一个申明,一般信用证里都会有这个要求。
如果客户没有规定出证机构的话,直接由发货人自拟申明,大致就是说这批货在此我们保证是MADE IN CHINA的,重量数量是多少。
用发货人(受益人)的抬头纸打印盖章签字就可以了,当然信用证要求体现的内容要在上面。

为便于我国水产品生产和贸易企业、官方主管部门等了解和借鉴印尼的水
产品管理制度,促进我国水产品的安全卫生管理水平的提高,本书翻译了目前印
尼最新的水产品法令和规章。
印尼素称千岛之国,其海洋面积占316.6 万平方公里, 水产品出口量在世界
上名列前茅,2007 年出口额达到21 亿美元,主要出口美国、日本、英国、泰国、
中国等国家。目前印尼有出口水产品加工注册企业378 家,养殖场300 多家,以
虾为主,少量为罗非鱼等,水产品养殖产量2006 年为32.7 万吨,2009 年预计
可达70 万吨。
当前印尼为保护消费者权益,应对欧盟、日本等等国外市场在涉及食品安
全、质量保证和可追溯性等方面越来越严格的进口要求,对出口水产品初步建立
了从源头到餐桌的管理体系,包括水产品立法、从中央到地方食品安全管理组织
机构及其运行、官方控制、实验室检测、检验出证、残留监控、生产体系(养殖)
用药、加工控制等。
在国家认监委注册管理部组织下,由汕头检验检疫局的赵桂林负责翻译了
印尼海洋事务与渔业部颁布的水产品法令和规章,广东检验检疫局的张定东参与
了部分翻译工作,国家认监委注册管理部的顾绍平对全书进行了审校。山东大学
的李莉莉、汕头水产企业的马春梅、林怀对本书的扫描、排版、校对等翻译工作
给予了大力帮助,广东检验检疫局认证处的李建华、汕头检验检疫局的亢卫民、

At present, import requirement in foreign market such as European
Union, Japan
and USA is getting stringent concerning food safety and quality
assurance, and traceability
in order to achieve highly consumer protection. Also, demand of
natural and best quality
and safety food is in the consumer mind nowadays. Residue of
antibiotic and veterinary
drugs, heavy metal and other contaminants is the latest important
issue of standard in
fishery products, allowing developing countries such as Indonesia
to fulfill its' compliance.
Application of GMP and HACCP seem to be not sufficient in assurance
the quality and
safety of fishery products, but residue monitoring program in the
aquaculture production
should be taken.
To face the above challenge in food safety requirement, the
Indonesia Competent
Authority need to review the existing system by revision of the
legal framework and related
procedures and methods for updating to compliance with EU
regulations and other
international requirements and for simplification and improved
transparency of the system.
Ministry of Marine Affairs and Fisheries has taken prompt respond
by enforcing
the New Regulation of Management Systems of Quality and Safety
Assurance of Fishery
Products in order to achieve the goal that Indonesian fishery
products are compliance with
the foreign market standard. Further, the Competent Authority has
taken in depth analysis
of system for official control by updated to regulation and
international standard in order to
implement 1) good chain approach, 2) more focus on improving
facilities/system, 3)
analysis and verification, and 4) residue monitoring plan in
aquaculture.

(GMP)和危害分析与关键控制点(HACCP)似乎还不足以确保水产品质量和安
全,因此我们必须实施水产生产残留物质监控程序。
为了应对上述食品安全要求的挑战,印度尼西亚主管当局需要通过修正法律
体系和相关程序方法来审查现行体系,达到和欧盟规章及其他国际要求同步,并
使现行体系更加简单化、更加透明化。
海洋事务与渔业部已对此做出了迅速反应,通过推行《水产品质量和安全保
证管理体系新规定》实现印度尼西亚水产品与国外市场标准相符合的目标。此外,
主管当局还根据最新规章和国际标准对官方控制系统进行了详细深入的分析,以
便实现:(1) 良好的追溯,(2)更加关注设施/体系的改进,(3)分析和验证,(4)

SAFETY SYSTEM OF FISHERY PRODUCTS
Ministry of Marine Affairs and Fisheries
a. To implement certain provisions of the Indonesian Food Law
No. 7/1996, the Indonesian Fisheries Law No. 31/2004,
Government Regulation No. 28/2004 pertaining to Food Safety,
Quality and Nutrition, as well as in order to control the
implementation of quality assurance and food safety system of
fishery products, it is imperative to establish provisions
pertaining to control of quality assurance and safety system

Establishing: REGULATION OF MINISTER OF MARINE AFFAIRS AND
FISHERIES LAYING DOWN THE CONTROL OF QUALITY
ASSURANCE AND FOOD SAFETY SYSTEM OF FISHERY
GENERAL PROVISIONS
Definitions
1. Official Control - all relevant activities carried out by
Authority to verify the conformity between the application of
assurance system implemented by stakeholders against the
prevailing
rules and regulation in order to guarantee the quality as well as
the safety
2. Quality Assurance and Food Safety Systems - preventives
have to be scrupulously observed and carried out to all stages
production, processing and distribution to produce fishery products
have high quality and safe for human consumption.
3. Competent Authority - an organization unit within the Ministry
Marine Affairs and Fisheries given a special mandate by the
Minister to
control the quality assurance and food safety system of fishery
4. Verification - an application of methods, procedures, tests,
assessment and
evaluation system to ensure that the HACCP Plan and Quality
and Food Safety System of Fishery Products have been implemented
accordance to the prevailing national and international

1. 官方控制 -- 主管当局为了保证食品的质量和安全,对经营者所采用
的质量保证体系是否符合法规规定进行验证的所有相关活动;
2. 质量保证和食品安全体系-- 在生产、加工和销售的各个阶段都必须一
丝不苟地监督和执行预防措施才能生产出高质量而又安全的水产品;
3. 主管当局 - 海洋事务与渔业部内部由部长授予特别职权以便控制水
产品质量保证和食品安全系统实施的组织单位;
4. 验证 - 通过一系列方法、程序、测试、评估体系的应用,确保根据国
际和国内标准使水产品HACCP 计划、质量保证和食品安全系统得到

5. Surveillance - a conformity assessment carried out in a
systematic and
repeated fashion as a basis for maintenance of conformity
6. Audit - a systematic, independent and documented process to
records, facts or relevant information, as well as objective
analysis to
determine the extent of conformity against the standard
requirements.
7. Internal audit - an audit carried out by or on-behalf of the
Authority for internal use and could be used to measure the
performance
of the organization.
8. Risk analysis - an evaluation against the probability/potential
incidence of
negative influence due to the presence of unsafe food which might
threats to human health.
9.Traceability - the ability to trace the history, application or
location of a
given product or activity to recover the data and information
through an
identification
10. Inspection - a thorough examination against a production,
processing and
distribution unit as well as its management, including production
documentation, product inspection, origin and intended use of
product, as
well as input and output deemed necessary for verification.
11. Primary production - a series of activities in aquaculture and
fisheries, including rearing, grow-out, harvesting, as well as
catching fish
at sea and open waters.
12. Handling - a series of activities and/or treatment to maintain
freshness of fish without altering their original form and
structure.
13. Fish processing - a series of activities and/or treatment
started from raw
materials until production of final product for human
consumption.
14. Distribution - a series of activities to distribute fish and
fishery products
from one place to another started from production, processing up to

qualified to
control the quality assurance and food safety system of fishery
16. Fish processing unit - a business unit dedicated to handle and
fish and fishery products.
17. Hazard analysis critical control point (HACCP) - a
management concept based upon anticipation and prevention of

20. Certificate of Processing Conformity (CPC) - certificate given
processing unit which has implemented Good Manufacturing
(GMP), as well as in full conformity with Standard Sanitation
Procedure (SSOP) and Good Hygiene Practices (GHP) of the
prevailing
standard and regulation of Competent Authority.
21. Health Certificate - certificate issued by a professional
laboratory
officially appointed by the government, which clearly declare that
and fishery products are in conformity with the prevailing
standard and safety for human consumption.
22. Quality inspector - highly competence government official
officially
appointed by the Minister, capable to perform control of quality
and food safety system
23. Approval Commission - a group of professionals which have
expertise in quality control and food safety of fishery products,
officially
appointed by the Competent Authority to provide technical
recommendation to Competent Authority pertaining to results of
24. Minister - the minister in-charge for fisheries
25. Fisheries Office - provincial fisheries office responsible for
development.
CHAPTER II
The scope of this regulation include the arrangements pertaining to
the institutional
development, organization, as well as implementation of quality
assurance and food
safety system of fishery products in all stages of primary
production, processing and
distribution of fishery products within the territory of the
Republic of Indonesia.

Responsibility of Official Control
The main institution directly responsible for the implementation of
quality assurance
and food safety system of fishery products is the Directorate
General for Processing and
Marketing of Fishery Products officially in-charged as Competent
Authority within the
Ministry of Marine Affairs and Fisheries.
1. The implementation of quality assurance and food safety system
of fishery products
of capture fisheries is carried out by the Directorate General of
Capture Fisheries,
which include control of all fishing vessels, collecting vessels
and unloading fish
from the fishing vessels.
2. Implementation of quality assurance and food safety of
aquaculture products is
carried out by the Directorate General of Aquaculture, which
include control of
antibiotics usage, chemicals, biological substances, pollution
control related to
hatchery, grow-out and harvesting of aquaculture products.

3. Implementation of quality assurance and food safety system of
fishery products
related to processing and distribution is carried out by the
Directorate General of
Processing and Marketing of Fishery Products, which include control
unloading, post-harvest, transportation, holding, processing and
distribution.
Competent Authority might delegate certain assignments pertaining
to quality control
to Fisheries Office or competent third party as appropriate.
Detailed provisions pertaining to the responsibility and tasks
implementation as
stipulated under article 5 and 6 shall be prepared by the Competent
Authority.
Competent Authority will carry out monitoring, evaluation and
verification on quality
control assignment conducted by the Directorate General of Capture
Fisheries,
Directorate General of Aquaculture, Directorate General of
Processing and Marketing
of Fishery Products, Fisheries Office and Laboratories as well as
designated
professional third-parties.
1.Fisheries Office or Professional Third-party eligible to carry
out certain assignments
as stipulated under Article 6, shall comply with the following
requirements:
a. Fully comprehend with the guidance and quality assurance
b. Highly professional and competent to implement the given
c. Supported by a sufficient number of competent and well
d. Have in place related facilities and infrastructures as well as
capable to carry out the

Quality Inspectors
Article 15
1. The implementation of official control as stipulated under
Article 11 point (1)
which includes inspection activities, sampling, testing,
verification, surveillance
and certification in all stages of processes, right from the
primary production,
processing and distribution are conducted by Quality
Inspector.
2. Quality Inspectors stipulated under point (1) above are
appointed by the Minister
based on recommendation of Competent Authority.
3. Recommendations for Quality Inspectors appointment as stipulated
under point (2)
are based on personal competence, including educational background,
experience, skill and competence certificate related to quality
assurance and food
safety system of fishery products.
Laboratories
Article 16
1. Laboratories stipulated under Article 14 (c), are comprised
a. Reference L and
b. Testing Laboratory
2. Reference Laboratory as stipulated under point (l)(a) - is a
professional laboratory
which has high competence to develop methods of testing and
proficiency tests,
fully accredited by an official accreditation body in accordance
with relevant
testing parameters and currently used as a reference by other
laboratories.
3. Testing Laboratory as stipulated under point (1)(b) are those
laboratories who
have high competence to carry out tests of fishery products quality
in accordance
with the defined parameters.

Article 17
In order to improve the effectiveness of the reference and testing
laboratories working
performance as stipulated under Article 16, the Competent Authority
should establish
and develop laboratory networking.
Approval Commission
Article 18
1. Approval Commission is appointed by the Minister based on
recommendation of
Competent Authority from selected candidates nominated by relevant
Directorate
2. Approval Commission is responsible for providing recommendation
pertaining to
approval and/or issue of certificate, including Certificate for
Good Aquaculture
Practices, Good Handling Practices, Conformity of Processing,
application as well as related approval given to relevant
operators/stakeholders by Competent Authority in accordance to the
prevailing
rules and regulations.
3. Approval Commission carry out tasks in accordance to the
procedure given by the
Competent Authority to ensure effectiveness, efficiency,
consistency, transparency,
honesty, privacy and professionalism.
Implementation of Official Control
Article 19
1. In order to implement quality assurance and food safety system
of fishery products
in a professional fashion, the Competent Authority establishes
operational
conformity requirements for institutions, human resources, testing
and reference
laboratories, in accordance with the prevailing national and
international
standards.
2. Additional provisions pertaining to operational conformity
requirements as
stipulated under point (1) will be prepared by Competent
Authority.

Management Crisis
Article 20
1. Competent Authority shall draw up a planning procedure for
identification and
control of risks on safety of fishery products which have potential
threats for
human health and cannot be controlled through normal procedures, in

above, is issued by Directorate General of Aquaculture.

CHAPTER VI
Article 23
1. All necessary funding accrued from the implementation of such

assignments shall be borne by the development budget, except
operational budget

2. The exact amount of operational budget needed for quality
analysis related to the
issue of Health Certificate shall be determined and conform to the
prevailing laws
and regulations.
CHAPTER VII
TRANSITIONAL PROVISIONS
Article 24
Effective from the date of this regulation coming into force, all
prevailing provisions
shall remain valid as long as there are not contradictory with the
current Ministerial
Regulation.

FIRST : Establish requirements for quality assurance and safety of
products during production, processing and distribution, as

in the Annex as an integrated part of this Decree.
SECOND : Requirements for quality assurance and safety of fishery
during production, processing and distribution stipulated under the
dictum are used to establish a robust system of quality assurance
safety of fishery products which comply with national and
international standards.
THIRD : To facilitate implementation of this Decree in an efficient
and effective
manner, the Competent Authority is instructed to carry out
communication and socialization pertaining to this Decree with

Distribution
INTRODUCTION
A. Background
Indonesia is an archipelago with more than 18,000 islands. The
national economy relies
heavily on natural resources and fisheries although still in an
infant stage of
development play an increasingly important role in the economic
development,
especially as the main source of foreign exchange earnings,
providing employment
opportunities and source of income for millions of fishermen and
fish farmers, as well
as in rural development.
In recent years, however, international trade of fish and fishery
products has been
hampered by various tariff and non-tariff barriers, particularly
standards of quality,
hygiene and safety of the products. Therefore, efforts to improve
quality and safety of
the products as well as to ensure compliance with international
standards are highly
imperative. In turn, such efforts will not only enhance market
access and
competitiveness in the international market, but more importantly
it will also help to
boost and stabilize the production and marketing of fishery
Under the Indonesian Food Law NO.7 /1996 and Fisheries Law No.
31/204 as well as
Government Regulation No. 28/2004 pertaining to Food Quality,
Safety and N
it was clearly stipulated that all food products including fish and
fishery products put in
the market place intended for human consumption shall comply with
the prevailing
laws and regulations, to ensure that the products are safe and
shall not pose any threats
to human health.
With the above laws and regulations, it is imperative to formulate
Ministry of Marine
Affairs and Fisheries Decree, which clearly define important
requirements needed to
guarantee quality and safety of fishery products derived from
fishing, collecting vessels,
landing places, auction centers, processing unit and distribution
facilities.

B. Purpose and Objective
1. The main purpose of establishing this regulation is to lay down
requirements pertaining to quality assurance and safety of fishery
during production, process
2. The objective of establishing this regulation is to secure
production of
guaranteed quality and safety of fishery products
c. Definitions
1. Official Control - all relevant activities carried out by
Competent Authority to
verify the conformity between the application of quality system
implemented by
stakeholders against the prevailing rules and regulation in order
to guarantee the
quality and safety of food products
2. Quality Assurance and Food Safety Systems - preventives measures
have to be
scrupulously observed and carried out to all stages of production,
processing and
distribution to produce fishery products which have high quality
and safe for
human consumption.
3. Competent Authority - is an organization unit within the
Ministry of Marine
Affairs and Fisheries given a special mandate by the Minister to
control the
implementation of quality assurance and safety of fishery products
4. Verification - is an application of methods, procedures, tests,
assessment and
evaluation system to ensure that the HACCP and Quality Assurance
System and
Safety of Fishery Products have been implemented in accordance to
the prevailing
national and international standards
5. Surveillance - is a conformity assessment carried out in a
systematic and repeated
fashion as a basis for maintenance of conformity statement
6. Audit - is a systematic, independent and documented process to
secure records,
facts or relevant information, as well as objective analysis to
determine the extent
of conformity against the pre
7. Internal audit - is an audit carried out by or on-behalf of the
Competent Authority
for internal use and could be used to measure the performance of
the organization.
8. Risk analysis - is an evaluation against the
probability/potential incidence of
negative influence due to unsafe food and its threat against human

B. 目的和宗旨

9. Traceability - is the ability to trace the history, application
or location of a given
product or activity to recover the data and information through
identification of
related document.
10. Inspection - is a thorough examination against a production,
processing and
distribution unit as well as its management, including production
documentation, product inspection, origin and intended use of
product, as well as
input and output deemed necessary for verification.
11. Primary production - is a series of activities in aquaculture
and capture fisheries,
including rearing, grow-out, harvesting, as well as catching fish
at sea and open

13. Safety Assurance System for Fishery Products - is an integrated

for standard
sanitation requirements of fish processing unit.
18. Pre-requisite Programs - pre-requisite for the implementation
of good hygiene
principles in all units and facilities involved in handling and
processing of fishery
19. Good Manufacturing Practices(GMP) - guideline and code of
practices for good
manufacturing in a
